BuildACC does double duty here: it lands the AoE Dec RES and it powers her passive (+10% damage whenever the target's RES is below her ACC), so triple Perception is a legitimate build. Dec RES is a team tool — it makes everyone else's debuffs stick — which is why she reads better in Hydra than her raw damage suggests.
